Requesting an ACT

Clients call agent.credentialsFor(provider) to obtain a CredentialHandle. The handle exposes a fetch method that automatically routes through the Arsenal broker with a fresh ACT. Tokens are rotated transparently on expiry. See Arsenal — ACT Tokens for the wire format.
