What ENR does

An enr is the organizational layer: a company, a project, a product line. ENRs have exactly one parent (HMR or MHR) and can spawn agents, tools, workflows, and ao entities. ENR lifecycle operations — creation, rotation, revocation — always require a signature from the parent HMR/MHR.
