What MHR does

A single did:oas:<ns>:mhr:* is governed by M-of-N humans using FROST-Ed25519 threshold signatures. Any quorum of M can sign on behalf of the MHR without any single participant holding the full key. Used for organizational roots where no single human should control identity — regulatory compliance, governance, and high-trust scenarios.
